Being in the midst of my umpteenth change process, I have been pondering exactly what it is that makes a change a cultural change, as opposed to the ordinary kind. I think I've finally got it.
An ordinary change is one where they say Yes and then don't do it. A cultural change, by contrast, is one where they glare at you first, and only then say Yes and don't do it.
